Within the scope of the international campaign for freedom of speech, this publication presents a series of principles and criteria on the means to strengthen and protect independent broadcasting, and put such broadcasting at the service of public interest. These principles also deal with the means to organize work so as to serve the public interest and thus, prevent such work from becoming a controlling tool between the hands of government. Moreover, this publication tackles the need expressed by organizers to prevent commercial interests from predominating in the broadcasting system and guarantee the realization of the public interest. It also sets out criteria related to the media coverage of elections.

This pamphlet includes a set of guiding principles for political party legislation in the Arab region which were debated and adopted by the Working Group on Parliament and Reform of Political Parties Legislation, launched by the UNDP’s Parliamentary Development Initiative in the Arab Region (PDIAR). Members of the Working Group were comprised of more than 40 parliament members from: Algeria, Egypt, Jordan, Kuwait, Lebanon, Morocco, the Occupied Palestinian Territories, and Yemen, in addition to researchers and experts on the topic. These guiding principles could serve as a basis for reviewing current legislation or drafting new political party laws in the Arab Region.
